Scott Vance, P.E., graduated from Oklahoma State University in 1997 with a Bachelor of Architectural Engineering. After graduation he worked designing commercial building structures. During that time he continued his professional development and earned his engineering licensure in the State of Oklahoma before joining B+T Group in October of 2006.
Scott has worked in the Telecommunications Industry for the past 13 years and has extensive experience in Tower Modification Design. In addition to being licensed in 14 states, Scott has spent the last several years contributing to the TIA TR-14 Standard Committee, participating in various subcommittees and is currently Chair of Ad Hoc Group 15 (Interaction of Mounting Systems).
Michelle has over 15 years of experience providing engineering solutions and expertise on all telecommunications structure types for the nation’s leading carriers and tower owners. As Geographic Discipline Leader, she is responsible for growing the business while maintaining existing client relationships, as well as overseeing internal production efforts.
As the TIA TR-14 Ad Hoc Chair for mount analysis, Michelle was responsible for leading a group of engineers in the development of Chapter 16 in TIA-222-H. She has direct experience assisting major carriers and tower owners in the development of their internal A&E standards, and has been an expert panel speaker and moderator at multiple industry events.
Scott Stekr, P.E., is the Director of Structural Engineering for PerfectVision. Scott has been a professional in the telecom industry for over 14 years and has an impressive resume with extensive experience in structural design, conceptual design, and research and development. He is a licensed P.E. in the state of Colorado. Scott graduated from the University of Colorado at Boulder with his Bachelors in Architectural Engineering. Scott is excited to be a part of the TIF Board and looks forward to serving the industry.
Mr. Huff has been practicing in the telecommunications industry for over 9 years. In addition to acting as in-house counsel, Joshua has a focus on project management and developing efficient reporting strategies to optimize productivity and reduce cost structures. A vital function of his project management focus is identifying (and mitigating) risk factors through comprehensive subcontractor management and structured internal reporting mechanisms. Recently, Joshua participated in an oversight committee for the development of a white paper concerning the impact of new tower installations and modifications on the climbing facilities.
Joshua obtained his Bachelor of Business Administration in both Accounting and Real Estate in 2009 from The University of Georgia and received his Juris Doctor from The University of Georgia School of Law in 2012. He is a member of the State Bar of Georgia and has two children with his wife Lauren.
As the Senior Engineering and New Product Development Manager for Site Pro 1, Brandon specializes in innovation and design for the always advancing telecommunication industry. Brandon is a graduate of Purdue University, majoring in Mechanical Engineering Technology. His expertise allows him to design cost effective and safe product solutions unique to the industry, as well as help him communicate these designs to customers, clients, and other industry professionals. A self-proclaimed perfectionist, Brandon prides himself on making sure that each project receives the proper attention and priority in an effort to supply the highest-quality product possible for the industry.
Board Member / Government Liaison
Scott Kisting is the Executive Vice President of Proactive Telecommunications Solutions LLC. Scott has over 35 years of experience in the telecommunications and the structural steel industries. Utilizing his industry experience and knowledge, Scott supports his clients at the highest levels for compliance, risk mitigation, and cost transformation initiatives. Scott enjoys supporting at all levels of his client’s organization, from the individuals in the field to the executive seeking to plan and properly support the organizations they lead.
Scott continues to enjoy supporting education in the industry by engaging with members of ANSI/TIA TR14 group, where he serves as the government liaison as well as supports other industry initiatives to further education. He has served as a Subject Matter Expert for the OSHA Training Institute, creating and conveying the courses used to train OSHA compliance officers in the United States. Scott has worked on hundreds of structures in all 50 states providing services such as site acquisition, zoning, site design, implementation, and long-term asset management. Scott is a founding member of the Telecommunications Industry Foundation (TIF), the Telecommunications Industry Registered Apprenticeship Program (TIRAP), and the Planning Advisory Notices (PANs). Scott is concerned with the dignity of each individual and seeks to support clear and effective communication of the training and education required to install and maintain communications systems.
Scott’s beautiful wife Bethany passed away in January of 2021. Bringing her memory to light every day are their six children and four grandchildren whom Scott spoils at every intersection. Scott enjoys camping, cooking, and traveling with his family.
Carlo leads product development, design and optimization for Sabre’s Telecom Structures division to create efficient lowest-overall-cost solutions, enhance product quality, and improve cost containment efforts through engineering solutions. He has experience in developing standardized tower series, modifications, mounts and components, and finding economical solutions to complex problems. An engineer in the tower industry with more than 20 years of experience, Carlo has been involved in the design, analysis or inspection of over 1,000 towers for the communications industry, ranging from tall broadcast towers to small cell towers for 4G and 5G, and including all types of towers: guyed, self-supporting lattice, monopoles and architectural structures. He is part of TR-14, the committee responsible for the ANSI/TIA-222 tower standard, and participates in white paper and technical groups. Carlo holds a Bachelor of Engineering and Management degree in Civil Engineering from McMaster University.

General Counsel and Liaison to TIA
Mr. Kurtzman is the Vice President and General Counsel of the Telecommunications Industry Association (TIA). He has been with TIA for over 20 years and helped it become a leader in standards development. In his role at TIA he supports the numbering of cellular devices that have been used by over a billion people around the world, the accreditation of TIA by ANSI, and a large and active Board of Directors. Mr. Kurtzman got his B.A. from the University of Michigan and his J.D. from the Washington College of Law. He has a long history supporting numerous small non-profits begin their journey into charitable service. He is the incorporator of the Telecommunications Industry Foundation where he is now an active Board member and liaison to TIA. Mr. Kurtzman is married to Elle Kurtzman who is an associate professor at The George Washington University School of Nursing, where she teaches health policy, research, and statistics. They are proud parents to an active teen who inspired Mr. Kurtzman’s patent for a new form of impact protection for athletes.
Dan has over 35 years of experience in the telecommunications, property management and environment construction industries. Most recently applying his industry knowledge and wireless experience Dan has supported the development and expansion of the National Wireless Infrastructure Technicians program for the Ericsson Field Services organization. Dan is passionate about the safety and career development of these Technician and has supported his passion by specifically working with transitioning veterans in an effort to provide them the best opportunity for a long-term career. Dan is a graduate of MidAmerica Nazarene University in Olathe, KS majoring in Business Management.
Dale Shumaker, P.E., is Vice President of Business Development and Engineering at ENERTECH, President of the Texas State Wireless Association (TXWA), Vice President of RiggingCalc, LLC, and the Southwest Ambassador for the NATE: The Communications Infrastructure Contractors Association WIN Program. ENERTECH is a leading wireless infrastructure provider. TXWA advocates for wireless in Texas. RiggingCalc is an online rigging plan generator for the tower industry. NATE promotes safety across the tower industry.
Mr. Shumaker has over twenty years of experience in wireless infrastructure development with an emphasis on commercial and public safety systems. He is a licensed Professional Engineer in 22 states and has significant experience coordinating the procurement and staffing of large and complex projects. Mr. Shumaker is a recognized expert within the wireless site development community and has authored a number of papers and presentations. He also serves on the Advisory Board for Texas A&M University Internet2 Technology Evaluation Center (ITEC) and is a Past-President of the Texas Society of Professional Engineers – Travis Chapter.
As NB+C’s Vice President of Engineering, Mr. Kolandaivelu brings over 20 years of industry experience in all the phases of civil and structural engineering design and construction. NB+C is a leading telecommunications infrastructure development company, working with all of the major wireless carriers and tower companies, leading fiber providers and utility companies across the united states.
Prior to joining NB+C, his time at other multi-discipline engineering firms has provided Mr. Kolandaivelu unique insight into the traditional engineering design combined with operations and management processes.
Mr. Kolandaivelu received a Bachelor of Engineering degree in Civil Engineering from Bangalore University and Master of Science Degree in Civil & Structural engineering from Lamar University, Texas. He is a licensed PE in Civil and Structural disciplines in twenty-four states. He is a member of several professional organizations including the Delaware Valley Association of Structural Engineers (DVASE), the TIA – TR-14 Engineering Committee on Structural Standards for Communication and Small Wind Turbine Support Structures and the New York City Department of Buildings (DOB) – Existing Building Code (EBC) structural committee member.
